<sem-references>

SemText element

You wrap one sem-reference per source. Numbers come from position. With JavaScript off the list still reads as an ordinary numbered list.

A numbered list of sources the document cites. You wrap one sem-reference per source. Numbers come from position. With JavaScript off the list still reads as an ordinary numbered list. `footnotes` | `bibliography` (free token; these two get distinct styling). Optional. (required; on each `sem-reference`): the citation target — the global `id`. (optional; on each `sem-reference`): external location (`data-href` in the class form). (optional; on each `sem-reference`): short citation label (`RFC 6749`).

variant: no kind — the plain numbered list

The base display: CSS counters number the entries 1-based in DOM order in every tier, JS-off included. The container here carries no `kind`, so it gets the default spacing rather than the bibliography hanging indent. The second entry has no `href` — a note with no external target, which never grows the external-link chrome.

variant: kind="footnotes" — compact list

The compact display for notes tied to nearby prose: tighter margins than the default, unlike the hanging-indent bibliography. Authored citation text is never renumbered — `[a]` and `[b]` stay as written; only the entries themselves carry the CSS counter. Rendered panes also append backlinks (`↩`) to any entry the prose cites; JS-off the list still numbers and `:target` still highlights.
